Network Quality: NCC records marked improvements in Q4 industry performance reports

The Nigerian Communications Commission (NCC) has published the Fourth Quarter (Q4) 2025 Market Data Reports/ Industry Performance Reports.

ConsumerConnect reports the NCC said the move was part of its commitment to transparent, data-driven regulation, and sustained improvement of the country’s digital ecosystem.

The telecoms sector regulatory Commission also noted the contents were independent, data-driven public reports, which it developed in partnership with Ookla, a global leader in network intelligence and performance measurement.

On key objectives of Network Performance Reports

The NCC, in a statement on the Network Performance Reports post on its corporate Web site further stated: “The initiative forms part of the NCC QoS/QoE Crowdsourcing Project, a key pillar of the Commission’s transparency and data-driven regulatory approach.

“Published quarterly, these reports provide unbiased insights into network performance, coverage, and service quality across operators, states, and regions in Nigeria.”

In his remarks on the release of the Q4 2025 Network Performance Reports, Dr. Aminu Maida, Executive Vice-Chairman and Chief Executive Officer (EVC/CEO) of the Commission, said the stakeholder engagement reflected the NCC’s “commitment to transparent, data-driven regulation and the continuous improvement of Nigeria’s digital ecosystem.”

Maida stated: “Through our collaboration with Ookla, we are providing independent insights into real-world network performance and the lived experience of Nigerians across cities, rural communities, highways, and emerging 5G zones.

“It is in this context that we have released the Q4 2025 Network Performance Reports.”

As regards the overarching goal of the initiative, the EVC/CEO of the Commission noted the published reports would enable the regulator to track progress, identify gaps, and guide targeted regulatory interventions.

According to him, these range from spectrum optimisation, infrastructure upgrades to Quality of Service (QoS) enforcement, and the expansion of rural connectivity.

He further said: “The data shows clear and steady improvements in network quality, particularly in median download speeds across both urban and rural areas, especially when compared to Q3 performance.”

The Executive Vice-Chairman of NCC explained the video Quality of Experience (QoE) gap between urban and rural areas has narrowed, and the “strength of our 4G backbone continues to improve.”

Some key industry challenges

Highlighting certain challenges in the entire communications sector in Nigeria, Maida noted these reflected in identified gaps in 5G services and inequalities in upload speeds highlighted in the reports.

He, however, assured the industry stakeholders that the Commission is actively engaging with the network operators to address the issues, including gaps in mobile service coverage in the telecoms space.

The Executive Vice-Chairman further revealed that over $1 billion in industry investment resulted in the deployment of over 2,850 new sites to expand both coverage and capacity nationwide in the past year.

Much of the progress reflected in the newly-released reports was a direct outcome of these investments, stated he.

He said: “We have secured commitments from operators to exceed their 2025 investment levels in 2026, with infrastructure investments continuing in earnest.

“We look forward to continued collaboration with industry stakeholders.”

The NCC Chief added that the Commission would translate the reported insights into better connectivity for consumers, improved service quality, and a more inclusive digital future for all Nigerians.”
