2026 GSR: NCC EVC highlights telecoms reforms at ITU forum in Türkiye

As the West African country extends its role in shaping global telecommunications regulations, the Nigerian Communications Commission (NCC) recently showcased its ongoing regulatory reforms on transparency, accountability and digital market governance to a global audience.

ConsumerConnect reports the NCC discussed highlights of the country’s telecoms cum digital regulatory reforms at a International Telecommunication Union (ITU) Global Symposium for Regulators (GSR), held in Ankara, Türkiye.

Speaking as a panelist on the global platform, Dr. Aminu Maida, Executive Vice-Chairman and Chief Executive Officer (EVC/CEO) clinically enumerated Nigeria’s digital governance reforms and data-driven regulatory approach at the 2026 ITU Global Symposium for Regulators.

The Commission especially discussed Nigeria’s growing role and influence in shaping global telecoms regulations.

Dr. Maida equally, showcased the NCC reforms on transparency, accountability, and digital market governance at the ITU Global Symposium for Regulators forum.

The ITU noted the annual symposium has brought together telecommunications regulators from around the world, to exchange ideas, share best practices and discuss policy challenges affecting the sector globally.

Telecoms regulators approve digital regulation toolkit

As part of the key features of the event in Türkiye, Dr. Maida witnessed this year’s edition saw regulators endorse the “2026 Best Practice Guidelines: Regulatory Governance Essentials”.

The regulatory instrument has been described as a digital regulation toolkit, designed to help authorities to navigate increasingly complex digital markets and ecosystems.

Speaking at a panel session on the theme, “Harnessing the Power of Transformative Tech: Regulatory Approaches”, the Executive Vice-Chairman of NCC, has joined other regulators and industry experts from several countries to discuss how regulatory frameworks could unlock benefits of emerging technologies amid maintaining effective oversight.

Insight into Nigeria’s telecoms regulatory model, by Dr. Maida

Explaining how the telecoms sector regulatory Commission should use the platform to present Nigeria’s evolving regulatory model, the NCC Chief Executive indicates that the country places greater emphasis on “data-driven decision-making and transparency” in regulator’s affairs.

He stated: “We shared what we have been building at the NCC, a regulatory system that prioritises data and transparency.

“We are moving from data collection to data intelligence, and from public transparency to transparency that empowers consumers and strengthens operator accountability.”

The NCC Chief as well told the global audience these initiatives, including its public maps, industry statistics, quarterly network performance reports and simplified reporting frameworks are all supporting telecoms consumers to understand the Quality of Service (QoS) provided by network operators.

According to him, all these have supported the growth of the emerging Nigeria Digital Economy.

Introduction of Internet Code of Practice and Cyber Resilience Framework

Relating the key regulatory priorities of the Commission, Maida affirmed the Nigerian Government, through his leadership, has pursued a number of regulatory reforms, including the implementation of the Internet Code of Practice to strengthen transparency, responsible conduct and accountability within the Internet ecosystem.

He also mentioned the Cyber Resilience Framework, which is designed to enhance the telecoms sector’s ability to withstand cyberthreats in the digital environment.

Maida used the platform to emphasise the strategic importance of collaboration among public institutions in promoting “a coordinated approach to digital market governance” in economies around the world.

He noted the Commission is advancing an incentive-based telecoms market through spectrum management and infrastructure regulation in Nigeria.

These regulatory measures, the EVC/CEO of NCC said, are intended to strengthen consumer protection, improve service delivery, and create an enabling environment for innovation and investment in the burgeoning Nigeria Digital Economy.
