WTDC-25: NCC, ITU shape global policies on Broadband connectivity, consumer protection

The Nigerian Communications Commission (NCC) recently joined other International Telecommunication Union (ITU) member-states on shaping global resolutions and guidelines, to successfully guide diverse national positions for unified global outcomes on key telecommunication policy issues.

ConsumerConnect reports the NCC was part of the West African country’s strong delegation that participated in the successful conclusion of the 2025 World Telecommunication Development Conference (WTDC-25) in Baku, Azerbaijan, with over 160 member-states and a 484-page provisional report documenting its outcomes.

The Government of Azerbaijan, in Baku, hosted this year’s WTDC-25 November 17-28, 2025, under the theme: “Universal, Meaningful, and Affordable Connectivity for an Inclusive and Sustainable Digital Future”.

The World Telecommunication Development Conference, which holds every four years, sets out work priorities for ITU’s Telecommunication Development Sector (ITU-D), adopts regional digital development initiatives, and approves formal technical questions to be addressed by ITU-D Study Groups.

The ITU thus attracted global leaders and decision-makers to harmonise resolutions and formulate policies on how to expand the benefits of digital technologies to “reach everyone, everywhere”.

The NCC also disclosed that Nigeria, in conjunction with other ITU member-states, made far-reaching contributions to shape global resolutions and policies, especially on Broadband deployment in unserved and underserved areas, advancing gender mainstreaming in ICT, strengthening consumer protection in the age of emerging technologies.

These, the telecoms sector regulatory Commission noted, include Artificial Intelligence (AI), and expansion of the scope of Child Online Protection (COP) within the ITU Development sector from just telecoms services to incorporation of online services and applications for consumers.

Relating the delegation’s experience at the global forum, the Commission in a blog note said: “We are proud of the exemplary leadership demonstrated by Mrs. Stella Erebor of the NCC, who served as Chair of the Working Group of the Plenary at WTDC-25—successfully guiding diverse national positions towards unified global outcomes on key telecommunications policy issues.

“The NCC also congratulates our staff member, Hadiza Kachallah, on her election as Vice-Chairman of the ITU-Development Sector Study Group 1 during the conference.”

The NCC also stated: “The Board, Management, and Staff wish her a successful and impactful tenure.”

Insight into high-level segment at WTDC-25

The ITU said the recent High-Level Segment at the World Telecommunication Development Conference (WTDC-25) in Azerbaijan, also presented a special platform for high-ranking officials from ITU member states.

The Union also stated the platform predominantly offered over 65 Ministers or Deputy Ministers to express their views on emerging trends and on matters of strategic importance to the development of the telecommunication and information and communication technology sector.

According to ITU, Ministers and high-level government officials November 17, 2025, formally opened the World Telecommunication Development Conference (WTDC-25) with statements on how to ensure telecoms consumer everyone around the world benefits from modern digital technologies.

Core objective of WTDC-25, by ITU Chief

The WTDC-25 especially focused on the push for universal, meaningful and affordable connectivity – the aim of providing consumers everywhere with high-quality Internet service at an affordable cost, whenever needed.

Speaking on the international forum, Doreen Bogdan-Martin, Secretary-General of ITU, said: “We are in Baku to breathe new life into global digital development.

“WTDC will help create the conditions that leave no one behind in a world being reshaped by technology, faster than ever.”

The ITU as well stated that with digital transformation closely connected to economic development, gender, and geographic circumstances, WTDC-25 emphasised the digital development needs of the world’s least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing states (SIDS) around the world. ​

ITU said about 1,500 delegates were invited to participate in WTDC-25, which aims to adopt a new Declaration and Action Plan, setting out an agreed international approach to digital development for the 2026-2029 period.
