Following a recent consumer protection infraction involving a passenger’s damaged baggage in transit, the Nigerian Civil Aviation Authority (NCAA) has slammed RwandAir with N15 million fine.
ConsumerConnect reports Michael Achimugu, Spokesperson of NCAA, stated this Friday, September 11, 2026, in a verified personal X handle.

It is noted the N15 million fine against RwandaAir is in line with Part 19 of the NCAA Regulations 2023.
The Authority explained the provision provides for consumer protection in air travel, compensation and other remedies for passengers affected by baggage-related issues.
Rationale for regulatory sanction against airline
Underscoring the essence of the fine imposed on the foreign airline, Achimugu said the fine was for failing to resolve the baggage complaint within the stipulated timeframe.
Meanwhile, aside from the fine, the NCAA has directed RwandAir to replace the affected air passenger’s damaged bag and pay $170 as first-need compensation.
The sanction, he stated, underscores the importance of airlines addressing passenger complaints promptly and complying with consumer protection regulations.
