Sequel to its recent investigations into the activities of Prince Adeyemi Adeniyi Matthew-led controversial Presidential Foreign Investment Promotion Council (PFIPC), the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has confirmed that his alleged appointment letter as the Director-General of the fictitious PFIPC did not originate from the Nigerian Presidency.

ConsumerConnect reports Dr. Musa Adamu Aliyu, SAN, Chairman of ICPC, disclosed this development while addressing news reporters Thursday, August 6, 2026, in Abuja, FCT, after submitting an interim report of the Commission’s probe to President Bola Ahmed Tinubu.
Aliyu: PFIPC had no legal basis for existence in Nigeria
Aliyu emphasised that investigations revealed the Federal Government never appointed Prince Adeyemi, and that the PFIPC had no legal basis for its existence in the country’s governance space.
The Chairman of the anti-graft Commission also recalled that Tinubu, July 7, 2026, had given the ICPC 30 days to investigate the matter.
He stated: “Recall the President on 7th July, 2026 gave ICPC 30 days to investigate into the fake Presidential Foreign Investment Promotion Council and today is exactly 30 days.
“I have just submitted the interim report and briefed Mr. President accordingly.”
Aliyu further said President Tinubu directed him to brief Nigerians “in the spirit of transparency and accountability” in respect of the fake PFIPC.
The Chairman noted investigation had found that the PFIPC “was never established by any law, Executive Order, or other valid instrument of government.”
He averred that the appointment letter and other official documents, which Adeyemi has been brandishing as the head of the fictitious agency were forged.
The ICPC Chief restated: “The fake appointment letter of Adeniyi Adeyemi Mathew did not originate from the Presidency.”
A case of impersonation, false representation and illegality, says ICPC
The Chairman said investigations equally revealed the fake agency unlawfully took over the “identity” and “operations” of the former Presidential Economic Advisory Council (PEAC).
Adeyemi as well purportedly engaged in widespread impersonation, false representation and other illegal activities.
According to ICPC, investigators found no evidence that Federal Government funds were approved or disbursed to the fictitious PFIPC.
Aliyu also stressed that no weaknesses were identified in the systems of either the State House Abuja, or the Central Bank of Nigeria (CBN).
He, however, said Adeyemi, exploited gaps in verification, inter-agency oversight and government processes, aided by “some level of negligence and connivance”.
Suspect allegedly created 2 more fake agencies
The ICPC investigators as well revealed that Adeyemi purportedly, created two additional fictitious government agencies — the FCT Investment Promotion Agency (FIFA) and the Foreign Investment Promotion Agency and Public Private Partnership (FIFA-PPP), and forged enabling laws to facilitate the opening of bank accounts.
Adeyemi faces prosecution for impersonation, forgeries
Meanwhile, Aliyu has said the anti-corruption Commission has recommended Prince Adeyemi for prosecution, and “administrative sanctions” against any public officers whose negligence actually enabled the operation of the fake agencies, and institutional reforms to prevent similar incidents in the future.
The Chairman of PFIPC stated that further investigations into the activities, bank accounts, and “collaborators” of Adeyemi and the fake agencies are ongoing.
