2027 Elections: NDC unveils protocols for nomination of candidates to INEC

The Nigeria Democratic Congress (NDC) has released its protocols for the nomination of candidates for various elective positions to the Independent National Electoral Commission ahead of the 2027 General Elections in the country.

The NDC, in a national circular Sen. Cleopas Moses Zuwoghe, National Chairman, and Barrister Ikenna Morgan Enekweizu jointly signed and issued Tuesday, June 23, 2026, afformed the following Protocols are to be implemented for the nomination of NDC candidates to INEC for the forthcoming 2027 General Elections.

  1. Candidates to download INEC Forms EC9 and EC13 Series from CANDIDATES’ WHATSAPP

Platforms and to print and fill correctly.

Candidates WhatsApp Platforms are:
➢ NC: NDC2027NC-CANDIDATES
➢ NE: NDC2027NE-CANDIDATES
➢ NW: NDC2027NW-CANDIDATES
➢ SE: NDC2027SE-CANDIDATES
➢ SS: NDC2027SS-CANDIDATES
➢ SW: NDC2027SW-CANDIDATES

2. Candidates to present their INEC Form EC 9 (Affidavit Form) at any Federal High Court or Notary Public for deposition as an affidavit.

3. Candidates to stream-scan their Form EC 9 with the underlisted documents (in order of listing) into a single computer file in PDF Format:

    1. Candidate’s passport photograph,
    2. NDC Membership Card,
    3. Permanent Voters Card,
    4. Academic Credentials referenced in Form EC 9,
    5. Birth Certificate or Declaration of Age

Files should be referenced after the State, position sought, and candidate’s name. For example, a candidate from Nasarawa State should reference the PDF file as thus: 

  • NASARAWA-SHA-HARUNA ADEBAYO OKEKE-EC9 – for House of Assembly.
  • NASARAWA- REP-HARUNA ADEBAYO OKEKE-EC9 – for House of Rep.
  • NASARAWA-SEN-HARUNA ADEBAYO OKEKE-EC9 – for Senate.
  • NASARAWA-GOV-HARUNA ADEBAYO OKEKE-EC9 – for Governor.
  1. Candidates to stream-scan completed INEC Nomination Forms (EC13 Series) into a PDF Format file and named as follows. Again, for a candidate from Nasarawa State, for example:

NASARAWAGOV-ADEBAYO HARUNA OKEKE-EC13                   – Governorship

Mandatory General Election Nominators Requirements

  • President (Form EC13A): 50 nominators are required. They must be registered voters spread across the country.
  • Governor (Form EC13B): 30 nominators are required. They must be registered voters from different LGAs in the candidate’s state.
  • Senator (Form EC13C): 20 nominators are required. They must be registered voters within different LGAs in the candidate’s Senatorial District.
  • House of Representatives (Form EC13D): 20 nominators are required. They must be registered voters within that Federal Constituency of the candidate.
  • State House of Assembly (Form EC13E): 20 nominators are required. They must be registered voters within the candidate’s State Constituency.
  1. Send the two files in (3) and (4) to the National Secretariat Candidates’ e-mail addresses as follows:
    • NC: ndc2027nccandidates@gmail.com
    • NE: ndc2027nccandidates@gmail.com
    • NW: ndc2027nwcandidates@gmail.com
    • SE: ndc2027secandidates@gmail.com
    • SS: ndc2027sscandidates@gmail.com

  (Note: Only forms properly scanned and sent to the correct e-mail address will be accepted and processed).

  1. Candidates are to submit hard copies of the documents in (3) and (4) above to the National Secretariat in accordance to the nomination timetable below.
  2. Upon receipt and successful review of the submitted documents, candidates shall receive confirmation of successful submission by email.

NOTE: Surrogate candidates must accompany the documents in 3 & 4 above with completed but undated Form EC 11 Series (Withdrawal Form) and handwritten letter of withdrawal (also undated) to function as placeholders.
