{"id":787,"date":"2026-06-16T20:51:50","date_gmt":"2026-06-16T20:51:50","guid":{"rendered":"https:\/\/consumerconnectng.com\/?p=787"},"modified":"2026-06-16T21:53:49","modified_gmt":"2026-06-16T21:53:49","slug":"telecoms-stakeholder-engagements-central-to-review-of-nigerias-mobile-termination-rates-ncc","status":"publish","type":"post","link":"https:\/\/consumerconnectng.com\/?p=787","title":{"rendered":"Telecoms: Stakeholder engagements central to review of Nigeria\u2019s Mobile Termination Rates &#8211;NCC"},"content":{"rendered":"<p><strong><em>*The Nigerian Communications Commission organises <\/em><\/strong><strong><em>Stakeholder Consultative Forum<\/em><\/strong><strong><em>, in Lagos, to <\/em><\/strong><strong><em>review <\/em><\/strong><strong><em>the extant<\/em><\/strong><strong><em> Mobile Termination Rates and International Termination Rate<\/em><\/strong><strong><em>, restating its commitment to<\/em><\/strong> <strong><em>stakeholder engagements on <\/em><\/strong><strong><em>the <\/em><\/strong><strong><em>M<\/em><\/strong><strong><em>TR <\/em><\/strong><strong><em>review<\/em><\/strong><strong><em> process towards designing a new-fangled, acceptable, and regulated telecoms pricing <\/em><\/strong><strong><em>framework<\/em><\/strong><strong><em> for the all-important sector of the economy <\/em><\/strong><\/p>\n<p>Gbenga Kayode | ConsumerConnect<\/p>\n<p>As the telecoms regulator and diverse stakeholders commence a comprehensive review of the Mobile Termination Rates (MTRs), the Nigerian Communications Commission has said it will sustain stakeholder engagements on the MTR review process with a view to evolving an acceptable, regulated telecoms pricing framework for the all-important sector.<\/p>\n<p><em>ConsumerConnect<\/em> reports Mrs. Nnenna Ukoha, Director of Public Affairs (DPA) at NCC, stated this at the Stakeholder Consultative Forum meant to review the industry&#8217;s Mobile Termination Rates (MTRs) and International Termination Rate (ITR), and held Tuesday, June 16, 2026, in Ikeja, Lagos State capital.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"oGVqENfQW9\"><p><a href=\"https:\/\/consumerconnectng.com\/?p=810\">Price Hikes: How increased LPG imports will sustain supply, enhance energy market stability in Nigeria &#8211;Minister<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u201cPrice Hikes: How increased LPG imports will sustain supply, enhance energy market stability in Nigeria \u2013Minister\u201d \u2014 ConsumerConnect \" src=\"https:\/\/consumerconnectng.com\/?p=810&amp;embed=true#?secret=RjKzMBOxAI#?secret=oGVqENfQW9\" data-secret=\"oGVqENfQW9\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>Ukoha described the well-attended physical and virtual forum as one of the Commission\u2019s most important direct stakeholder engagements because of its impact on the entire telecommunications value chain in the West African country.<\/p>\n<p>The Commission also noted that it organised the forum as a consultation process with a focus on addressing several critical industry adjustments in the telecoms pricing regulatory instrument.<\/p>\n<p>It is equally noted that the Stakeholder Consultative Forum was the first comprehensive, cost-based MTR review, in eight years, after the existing framework was activated 2018.<\/p>\n<p>It was designed to reflect today&#8217;s market realities, inflation, and new technologies in the entire communications industry, stated the telecoms regulator.<\/p>\n<p>The baseline MTR has remained at N3.90 per minute (and N4.70 for new entrants) since the last major framework put in place over eight years back.<\/p>\n<p>It is also noted that industry associations, including the Association of Telecoms Companies of Nigeria (ATCON) and Association of Licensed Telecoms Operators of Nigeria (ALTON), among others over time, have advocated for retaining asymmetrical rates to protect smaller, emerging operators from dominant networks.<\/p>\n<p>Speaking at the close of the Stakeholder Consultative Forum, Mrs. Nnenna Ukoha, Director of Public Affairs (DPA) at NCC, described the forum as one of the Commission\u2019s most important direct stakeholder engagements because of its impact on the entire telecommunications value chain in the West African country.<\/p>\n<p><strong>MTRs <\/strong><strong>remain central to pricing structures, competition, <\/strong><strong>QoS and <\/strong><strong>consumer experience<\/strong><\/p>\n<p>Highlighting the core essence of the Forum on MTR review in her closing remarks Tuesday, the NCC Director of Public Affairs acknowledged that Mobile Termination Rates have remained central to pricing structures, competition, service quality and consumer experience, thereby making broad stakeholder participation essential to the determination process.<\/p>\n<p>Ukoha also stated: \u201cWe are particularly encouraged by the rapt attention, intellectual rigour, and keen interest demonstrated by participants throughout today\u2019s session.&#8221;<\/p>\n<p>She averred: \u201cThis active engagement reflects not only the relevance of the issues discussed, but also a shared commitment to the sustainable growth and development of Nigeria\u2019s telecommunications sector.&#8221;<\/p>\n<p>Referencing the sessions at the forum, she said the presentations and discussions highlighted both the complexities and opportunities in the MTR determination process, underscoring the need for continuous stakeholder engagement.<\/p>\n<p>Ukoha noted the window for consultation would remain open, as she encouraged stakeholders to submit additional inputs, data and perspectives to support a balanced, forward-looking and sustainable outcome for the industry.<\/p>\n<p>As regards the significance of the stakeholder engagement, the NCC Director, therefore, assured industry stakeholders that the Commission would continue to embrace collaborations and incorporate stakeholders&#8217; feedback into its regulatory frameworks.<\/p>\n<p>This is aimed at evolving a resilient, inclusive and future-ready telecoms sector of the Nigerian economy.<\/p>\n<p>Earlier, the Commission had notified all telecoms licensees, industry stakeholders, and the general public of an Industry Stakeholder Consultative Forum on the Consultancy Study for the Determination of Mobile Termination Rates (MTR) undertaken by Messrs. KPMG.<\/p>\n<p>The NCC said the study would form part of its ongoing efforts at ensuring that telecommunications services are cost-based and pricing remains transparent, fair and responsive to prevailing market conditions.<\/p>\n<p>Mrs. Ukoha, Director of Public Affairs, in the public notice via the Commission&#8217;s corporate Web site, said the outcome of the study review would &#8220;support the development of an appropriate regulatory framework for interconnection pricing, promote effective competition, encourage efficient investment in telecommunications infrastructure, and safeguard consumer interests.&#8221;<\/p>\n<p>The NCC stated: &#8220;The study covers the telecommunications interconnection ecosystem, and will assess the cost and operational characteristics of licensees involved in the origination, transit, conveyance and termination of telecommunications traffic on public telecommunications networks in Nigeria.<\/p>\n<p>&#8220;It will examine relevant network, traffic, operational and financial parameters required for the development of a robust cost model for mobile termination services and the determination of appropriate termination rates.&#8221;<\/p>\n<p>According to the Commission, the Stakeholder Consultative Forum was intended to provide participants with an overview of the study objectives, scope, methodology and work plan.<\/p>\n<p>&#8220;It will also facilitate discussions on the proposed data collection templates and requirements, while providing stakeholders with an opportunity to offer comments, clarifications and relevant industry insights to support the successful execution of the assignment,&#8221; it added.<\/p>\n<p><strong>Core objectives of MTR review, <\/strong><strong>by NCC <\/strong><\/p>\n<p>Earlier, in her presentation of the MTR consultancy document on the review process to the participants at the Forum Tuesday, in Lagos, Mrs. Omotayo Mohammed, Head of Competition and Tariffs at the NCC, described Mobile Termination Rates as the wholesale per-minute charges that a telecoms operator pays to another to complete a call on a competitor\u2019s network in the telecoms space.<\/p>\n<p>According to her, these are the fees charged by mobile operators to connect a phone call originating from a different network.<\/p>\n<p>As a matter of regulatory affair, the Nigerian Communications Commission sets rates in order to manage competition and ensure fair pricing across networks in the telecoms ecosystem.<\/p>\n<p>Mohammed also emphasised that the current review of the MTR framework has become necessary, stating that the existing rates could no longer reflect prevailing economic and operational realities in the telecommunications industry in Nigeria.<\/p>\n<p>Underscoring the essence of the ongoing review MTRs to stakeholders, Mohammed asserted: \u201cThe foundation of wholesale interconnection affects every stakeholder in this room.<\/p>\n<p>\u201cMisaligned termination rates can enable dominant operators to foreclose smaller competitors, deter infrastructure investment and ultimately burden consumers through inflated retail prices.&#8221;<\/p>\n<p>She as well disclosed the current MTR stands at N3.90 per minute for generic operators, and N4.70 per minute for new entrants, as the unchanged rates since
