{"id":4487,"date":"2026-09-22T14:00:07","date_gmt":"2026-09-22T14:00:07","guid":{"rendered":"https:\/\/consumerconnectng.com\/?p=4487"},"modified":"2026-09-22T14:20:58","modified_gmt":"2026-09-22T14:20:58","slug":"leadership-who-is-in-charge-atiku-questions-tinubus-absence-amid-economic-security-challenges","status":"publish","type":"post","link":"https:\/\/consumerconnectng.com\/?p=4487","title":{"rendered":"Leadership: \u2018Who is in charge?\u2019 Atiku questions Tinubu\u2019s absence amid economic, security challenges"},"content":{"rendered":"<p>*<strong><em>Former Nigerian Vice-President Atiku Abubakar questions the continued absence of President Bola Ahmed Tinubu from Nigeria, 22 days after the Presidency announced that he was embarking on a three-week annual vacation overseas, asking &#8216;who, constitutionally, is in charge of Nigeria?&#8217;<\/em><\/strong><\/p>\n<p>Isola Moses | ConsumerConnect<\/p>\n<p>Former Nigerian Vice-President Atiku Abubakar and Presidential Candidate of the African Democratic Congress (ADC) in the 2027 Elections, again, has questioned the continued absence of President Bola Ahmed Tinubu from Nigeria, 22 days after the Presidency announced that the President was embarking on a three-week annual vacation.<\/p>\n<p>Atiku, who said this in a statement issued Monday, September 21, 2026, and titled, \u201cWho is in charge of Nigeria?\u201d, cited Section 145 of the 1999 Constitution (as , which provides for the transfer of presidential functions when the President proceeds on vacation.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"YGgHSbQMfd\"><p><a href=\"https:\/\/consumerconnectng.com\/?p=4459\">Energy: Nigerian Government reassures consumers no plan to raise electricity tariffs<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u201cEnergy: Nigerian Government reassures consumers no plan to raise electricity tariffs\u201d \u2014 Consumer Experience Is A Top Priority\" src=\"https:\/\/consumerconnectng.com\/?p=4459&amp;embed=true#?secret=EVEpsLYwM8#?secret=YGgHSbQMfd\" data-secret=\"YGgHSbQMfd\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>According to Atiku, the Constitution requires the President to transmit a written declaration to the President of the Senate and the Speaker of the House of Representatives, after which the Vice-President performs the functions of the President as Acting President.<\/p>\n<p>He argued that more than 21 days after Tinubu left the country August 30, Nigerians had not been shown any letter transmitting presidential authority to Vice-President Kashim Shettima.<\/p>\n<p>He equally wrote: \u201cSection 145 of the Constitution is not ambiguous about presidential vacations.<\/p>\n<p>&#8220;It provides that whenever the President proceeds on vacation, he shall transmit a written declaration to the President of the Senate and the Speaker of the House of Representatives, whereupon the Vice-President performs the functions of President as Acting President.&#8221;<\/p>\n<p>Atiku said: \u201cAnd where the President fails to transmit that declaration within 21 days, the Constitution provides a further safeguard: the National Assembly shall, by a simple majority of each House, mandate the Vice-President to perform the functions of President as Acting President.<\/p>\n<p>\u201cPresident Tinubu left Nigeria on 30 August. The Presidency publicly announced a three-week vacation.<\/p>\n<p>&#8221; Yet, to date, Nigerians have not been shown any constitutional letter transmitting presidential authority to Vice President Kashim Shettima.&#8221;<\/p>\n<p>Atiku urged the Presidency to publish the letter transmitting presidential authority to Shettima, if such a document exists.<\/p>\n<p>The erstwhile Vice-President said that if no such letter was transmitted, the constitutional mechanism contemplated by Section 145(2) would have been triggered, adding that the National Assembly would then owe Nigerians an explanation as to why it had not acted.<\/p>\n<p>The Presidential Candidate in the 2027 Election also described the issue as one of \u201cconstitutional order\u201d rather than political convenience.<\/p>\n<p>Atiku noted the fact that Shettima is currently in New York, representing Nigeria at the United Nations General Assembly (UNGA).<\/p>\n<p>He described it as the third consecutive UN General Assembly at which Tinubu has delegated Nigeria\u2019s representation to his deputy.<\/p>\n<p>He stated: \u201cSo again: who is exercising presidential authority in Nigeria today, and under what constitutional instrument?<\/p>\n<p>\u201cNigeria cannot be governed by assumptions. It cannot be governed by presidential social-media posts from Europe.&#8221;<\/p>\n<p>The statement further noted: \u201cIt cannot be governed by photographs from private dinners at the \u00c9lys\u00e9e Palace.<\/p>\n<p>\u201cIt cannot be governed on autopilot.\u201d<\/p>\n<p>Atiku cited other developments during Tinubu\u2019s absence, including the deaths of 37 Nigerians in the custody of the Nigeria Security and Civil Defence Corps (NSCDC) in Minna, Niger State capital, which he said had led to investigations, suspensions and calls for independent scrutiny.<\/p>\n<p>He further said petrol was selling for as much as \u20a61,500 per litre in parts of the country.<\/p>\n<p>Atiku also argued that this was worsening transportation costs and adding pressure on families already dealing with the cost of food, electricity, rent and other necessities.<\/p>\n<p>He wrote: \u201cThese are not ordinary times. Yet the President is abroad.<\/p>\n<p>&#8220;The Vice-President is abroad. The Senate President is abroad.&#8221;<\/p>\n<p>The former Vice-President said: \u201cAnd Nigerians have not been told, in the clear constitutional language required of a serious democracy, who is exercising the powers of the President.<\/p>\n<p>\u201cPresident Tinubu\u2019s private dinner with President Emmanuel Macron in Paris may serve diplomatic purposes. But Nigeria itself cannot be placed on vacation.\u201d<\/p>\n<p>According to Atiku, the Constitution does not recognise a \u201cworking vacation\u201d as an alternative system of presidential succession, insisting that the procedure provided by the Constitution must be followed.<\/p>\n<p>Atiku, therefore, urged the Presidency to immediately clarify whether Tinubu transmitted the declaration contemplated by Section 145(1) before leaving Nigeria.<\/p>\n<p>He equally asked the President of the Senate and the Speaker of the House of Representatives to state whether such a communication was received.<\/p>\n<p>The statement noted: \u201cAnd if no declaration was transmitted within the constitutionally stipulated period, the National Assembly must explain why the procedure provided by Section 145(2) has not been activated.<\/p>\n<p>\u201cNigeria is bigger than any President.<\/p>\n<p>&#8220;At a time of severe economic hardship, rising energy costs, security challenges and the shocking deaths of citizens in government custody, the country deserves visible, accountable and constitutionally grounded leadership.<\/p>\n<p>\u201cThe question will not
