sensitivity to data usage, making several consumers more likely to question how quickly their bundles are exhausted in recent times.

MTN CEO: Real factors triggering rapid data consumption cum depletion

In his address at the Stakeholder engagement, Dr. Karl Toriola, Chief Executive Officer (CEO) of MTN Nigeria Communications Plc, however, rejected allegations that telecoms operators “deliberately” deplete consumers’ data in a systemic way.

Toriola rather attributed most cases of reported rapid data consumption cum depletion to changing consumer behaviour, increased video streaming, cloud backups, automatic software updates, and the growing use of data-intensive applications in the emerging Nigeria Digital Economy.

The Chief Executive of MTN Nigeria also stated that modern smartphones and digital services consume significantly more data than several consumers realise.

According to him, this development tends to create the impression that network operators are unfairly deducting data allowances.

However, several consumers, and consumer protection advocates are wont to disagree with Toriola on these reasons, insisting that the persistence of complaints warrants closer examination of the MNOs.

Timi Agbaje, a digital rights advocate and lawyer, said the recurring nature of the complaints suggested that network operators must continue to improve transparency around data consumption and billing processes, Vanguard report said.

Agbaje explained while technological factors may explain some instances of rapid data depletion in the ecosystem, yet telecoms consumers deserve clear and verifiable information on how their data is measured and deducted in the real sense of it for the sake of transparency and accountability.

The digital rights advocate and lawyer also noted that building consumer trust requires openness and continuous engagement, particularly at a time when several Nigerians are becoming increasingly dependent on mobile Internet services in the economy.

Besides, some industry observers reportedly remarked that MTN Nigeria’s decision to subject the company’s data usage portal to independent verification by KPMG suggested undisputable evidence of the growing demand for transparency in the telecoms sector of the Nigerian economy.

It was gathered that the Telco’s data usage portal verification exercise aimed to determine whether data consumption recorded by the network operator accurately reflected actual subscriber usage in the ecosystem.

Speaking on the rapid data depletion brouhaha, Chief Adeolu Ogunbanjo, President of the National Association of Telecoms Subscribers (NATCOMS), reportedly said consumer complaints about the burning issue of data depletion have remained a recurring decimal in the country’s digital space, and should not be ignored any longer.

Ogunbanjo said the frequency of such consumer complaints in recent times highlighted the need for continuous engagement among network operators, regulators and consumers, to address lingering concerns and improve public confidence in the all-important telecommunications sector.

Regulatory interventions

As the controversy over rapid data depletion continues to generate reactions from a broad spectrum of telecoms consumers, the Nigerian Communications Commission, at a time, sought to address the issue through independent audits and investigations into operators’ billing systems.

The telecoms sector regulatory Commission has consistently maintained that there is no evidence of any semblance of “systematic data theft” by network operators.

The NCC rather, at several fora, had encouraged subscribers to diligently monitor their data usage through available tracking tools and complaint channels.

ConsumerConnect has reported that the Commission continues to push this consumer sensitisation and education initiative through SMS, social media, and other digital platforms till this day.

Referencing the effort of the Commission at ascertaining the truth or otherwise in the alleged data depletion or outright theft by MNOs, Dr. Aminu Maida, Executive Vice-Chairman and Chief Executive Officer (EVC/CEO), had stated that independent assessments of operators’ systems found no evidence of deliberate data depletion.

Maida also attributed consumers’ concerns to changing consumption patterns, and the increasing data demands of modern technology devices and applications.

Despite the regulatory interventions and attendant assurances, there is still a groundswell of complaints across social media platforms and consumer forums

These developments have suggested that concerns over data depletion yet remain unresolved in the minds of several telecoms consumers, according to report.

Calls for improved transparency, public awareness and engagement

As part of measures to reassure subscribers of fairness, transparency and accountability on the part of network operators, analysts said rebuilding consumer confidence would require a combination of greater transparency, improved public awareness and sustained engagement between operators, regulators and subscribers in Nigeria.

More so, as demand for Broadband services continues to grow according to the NCC, industry stakeholders suggested the ability of the sector to address telecoms consumers’ persistent concerns over data depletion would be vital in strengthening consumer trust in the fast-paced telecoms sector of the Nigerian economy.

*Telecoms subscribers’
