CBN, speaking Tuesday, June 23, 2026, at the inauguration ceremony, in Abuja, FCT, said the sensitisation programme would leverage the influence of young Nigerian consumers to drive behavioural change as not only a medium of exchange but a symbol representing Nigeria\u2019s sovereignty, identity and economic stability.<\/p>\n<p>The Governor of CBN also noted that the banking regulator has continued to invest significant resources in producing clean, durable and secure banknotes.<\/p>\n<p>He, however, noted that such efforts are being undermined when banknotes are defaced, mutilated, stapled, sprayed at social events, or otherwise mishandled in the economy.<\/p>\n<p>Cardoso explained: \u201cWhen banknotes are defaced, mutilated or mishandled, they deteriorate more rapidly than expected.<\/p>\n<p>&#8220;This increases replacement costs, disrupts the efficiency of currency circulation and imposes avoidable financial burdens on the nation.&#8221;<\/p>\n<p><strong>Rationale for constituting Naira Ambassadors&#8217; Club <\/strong><\/p>\n<p>The CBN disclosed that 175 students drawn from seven schools had been selected as pioneer members of the Naira Ambassadors&#8217; Club.<\/p>\n<p>Cardoso charged members of the Club to become advocates of proper currency handling in their schools, homes and communities.<\/p>\n<p>The initiative, he revealed, was founded on the belief that lasting social change begins with education, and that young people remain powerful agents of positive transformation.<\/p>\n<p>The CBN Governor urged the students to educate their peers on why banknotes should not be written on, mutilated, stapled or sprayed during celebrations.<\/p>\n<p>In his remarks at the event, Bala Bello, Deputy Governor of Corporate Services at CBN, also said the club was designed to complement regulatory and enforcement efforts through education and public awareness.<\/p>\n<p><strong>Bello discusses dangers of improper handling of Naira <\/strong><\/p>\n<p>Highlighting some disadvantages of poor handling of the national currency, Bello noted that improper handling of the Naira has continued to shorten the lifespan of banknotes, increase replacement costs, and diminish respect for one of Nigeria&#8217;s foremost national symbols.<\/p>\n<p>Bello said the CBN intended to build a nationwide network of young ambassadors who would promote responsible currency handling and civic values across schools and communities.<\/p>\n<p>The initiative, he stated, would also encourage financial literacy, patriotism and responsible citizenship among students.<\/p>\n<p>The CBN said the Naira Ambassadors Club forms part of its broader strategy to strengthen public confidence in the national currency through stakeholder engagement, public enlightenment and sustained advocacy.<\/p>\n<p>Dr. Adetona Sikiru Adedeji, Director of Currency Operations and Branch Management at CBN, disclosed the Naira Ambassadors&#8217; Club was designed to instil the values of responsibility, patriotism and respect for the national currency among young Nigerians.<\/p>\n<p>Adedeji noted the initiative seeks to engage students as advocates of proper Naira handling, and encourage them to influence their peers, families and communities to treat the national currency with dignity.<\/p>\n<p>According to him, the programme would be expanded beyond the Federal Capital Territory to all states of the Federation.<\/p>\n<p>The CBN Director of Currency Operations and Branch Management as well said the CBN Governor had directed that the initiative be implemented through the Bank\u2019s branches nationwide.<\/p>\n<p>The Bankers&#8217; Bank will leverage the institution\u2019s presence across the country to deepen awareness on proper currency handling, stated he.<\/p>\n<p>The Director also said the sustainability of the programme would depend on continuous engagement, monitoring and collaboration with stakeholders.<\/p>\n<p>The CBN plans a boost as operatives of the Nigeria Police June 20, 2026, arrested four suspected telecoms power assets vandals in Oyo State.<\/p>\n<p>The Oyo State Police Command affirmed the security operatives arrested the suspected telecoms vandals, and recovered stolen solar equipment valued at about \u20a68 million.<\/p>\n<p>DSP Ayanlade Olayinka, Spokesperson of the Oyo Police Command, noted this in a statement issued and shared Tuesday, June 23, 2026, on X.<\/p>\n<p>The Police Spokesperson explained the operatives of the Command Monitoring Unit arrested the suspects June 20 during a routine stop-and-search operation in the Irepo area along the Oyo-Ogbomoso Expressway in the state.<\/p>\n<p>The Police identified the alleged telecoms vandals as Jimoh Mufutau, 35, of Mowe-Ibafo, in Ogun State; Saheed Akanbi, 34, of Onipanu, in Lagos State; Lateef Ibrahim, 37, of Igando, in Lagos State; and Lukman Jimoh, 38, of Isheri\/Berger, in Lagos State.<\/p>\n<p>The Oyo Police Command statement further noted: \u201cOn June 20, 2026, operatives of the Command Monitoring Unit, while conducting a routine stop-and-search operation in Irepo area along the Oyo\u2013Ogbomoso Expressway, intercepted and arrested four suspects found in possession of suspected stolen telecommunications power equipment.<\/p>\n<p>\u201cThe suspects are:<\/p>\n<ol>\n<li>Jimoh Mufutau (35 years), of Mowe-Ibafo Area, Ogun State;<\/li>\n<li>Saheed Akanbi (34 years), of Onipanu Area, Lagos State;<\/li>\n<li>Lateef Ibrahim (37 years), of Igando Area, Lagos State; and<\/li>\n<li>Lukman Jimoh (38 years), of Isheri\/Berger Area, Lagos State.\u201d<\/li>\n<\/ol>\n<p>The Police said the suspects were intercepted while conveying four hybrid solar batteries for powering telecoms equipment suspected to have been stolen in an ash-coloured Toyota Sienna with registration number EPE 992 KH.<\/p>\n<p>According to the Police, preliminary investigations indicated that the batteries, valued at approximately \u20a68 million, were allegedly stolen from a telecommunications facility in Offa, Kwara State.<\/p>\n<p>It further stated: \u201cPreliminary investigation revealed that the suspects were conveying four hybrid solar batteries valued at approximately eight million Naira (\u20a68,000,000) in an ash-coloured Toyota Sienna vehicle with registration number EPE 992 KH.&#8221;<\/p>\n<p>The Police affirmed that the suspects confessed during interrogation to stealing the equipment before attempting to transport it to an undisclosed destination.<\/p>\n<p>The statement also noted: \u201cDuring interrogation, the suspects confessed to stealing the items from a telecommunications facility in Offa, Kwara State, before attempting to transport them to an undisclosed destination.<\/p>\n<p>\u201cThe recovered items and the vehicle used in conveying them have been taken into Police custody as exhibits.<\/p>\n<p>&#8220;Further investigation is ongoing to determine the full extent of the suspects\u2019 criminal activities and identify other members of the syndicate.&#8221;<\/p>\n<p>Meanwhile, Abimbola Olugbenga, Oyo State Commissioner of Police, has applauded the security operatives for their vigilance and professionalism.<\/p>\n<p>Abimbola restated the Command\u2019s commitment to protecting Nigeria&#8217;s Critical National Information Infrastructure Registered Capital Market Operators in an &#8216;unwholesome and manipulative exercise&#8217; of actively soliciting advance subscriptions for purported the Initial Public Offering by Dangote Nigeria, has banned the marketing and promotion of a purported Initial Public Offering (IPO) by Dangote Petroleum Refinery and Petrochemicals FZE, warning that no application for such an offer has been filed with or approved by the regulator.<\/p>\n<p>In a public notice made available to Vanguard on Tuesday, the Commission said it had become aware of advertisements, flyers, digital banners and targeted electronic mails circulating on social media platforms and investment channels concerning a supposed securities offering by the refinery.<\/p>\n<p>The SEC expressed concern over the involvement of some Registered Capital Market Operators (CMOs) in what it described as an \u201cunwholesome and manipulative exercise\u201d of actively soliciting advance subscriptions for an offering that has not been presented to the Commission.<\/p>\n<p>According to the regulator, \u201cNo application for the registration of an IPO or public offer of shares of the Refinery has been filed with or approved by the Commission.\u201d<\/p>\n<p>The Capital market regulatory Commission also observed that the ongoing pre-marketing activities were \u201ccapable of misleading investors, distorting market expectations, creating information asymmetry and generally undermining the integrity of the capital market.\u201d<\/p>\n<p>The Commission asserted the marketing campaign and invitations to \u201ccreate accounts\u201d, \u201cpre-fund,\u201d or \u201csecure guaranteed allocations\u201d amounted to market manipulation and constituted \u201cserious violation of the Investments and Securities Act.\u201d<\/p>\n<p>Consequently, the Commission disclosed it has directed all Registered Capital Market Operators, particularly stockbrokers and digital platform promoters, to immediately stop all promotional activities.<\/p>\n<p><strong>Regulator directs market operators to halt promotional activities, refund unwary investors <\/strong><\/p>\n<p>Sequel to the affirmation of the &#8220;unwholesome and manipulative exercise&#8221;, SEC directed the Capital market operators to \u201ccease with immediate effect from publishing, reposting, or distributing any promotional material, flyer, or commentary relating to the acquisition or allocation of shares in the Refinery.\u201d<\/p>\n<p>The regulatory Commission further directed the operators to \u201cremove or take down all such unauthorised marketing materials from Web sites, social media handles (including X, LinkedIn, Instagram, Facebook etc.), and messaging groups within twenty-four (24) hours of this notice.\u201d<\/p>\n<p>It also instructed Capital market operators to desist from accepting deposits, commitments, account openings or expressions of interest from investors for the purported public offering and to \u201creverse and refund all funds already collected in connection with this purported offering to clients within twenty-four (24) hours of this notice.\u201d<\/p>\n<p>The Commission as well warned that defaulters would face sanctions as non-compliance would attract penalties under the Investments and Securities Act, 2025 and the SEC Rules and Regulations.<\/p>\n<p>Likewise, SEC advised investors to exercise caution, urging members of the public to \u201crely only on formal, official pronouncements issued directly by the Commission through its official channels.\u201d<\/p>\n<p>The Commission equally cautioned that \u201call such high-pressure marketing tactics, or transfer of funds to any operator for \u2018pre-IPO\u2019 placement should be ignored as they did not receive the Commission\u2019s approval.\u201d<\/p>\n<p>It, however, assured Nigerians that eventually, when the Commission receives and clears an application for a public offering by the Dangote Petroleum Refinery, an approved prospectus would be made available to investors in line with the provisions of the Investments and Securities Act, Radda of Katsina State has flagged off the 2026 Annual Mass Livestock Vaccination Exercise.<\/p>\n<p>The Katsina State Government said the exercise was aimed at preventing and controlling major livestock productivity and strengthen public health.<\/p>\n<p>The governor reportedly emphasised that livestock production remains a vital pillar of the economy of Katsina State of Nigeria.<\/p>\n<p>He equally affirmed that vaccination remains one of the most effective measures for preventing disease outbreaks and ensuring healthier, more productive livestock populations.<\/p>\n<p>The governor also highlighted Katsina\u2019s rich history in livestock production and trade, recalling the state\u2019s long-standing reputation in animal husbandry and its connection to the famous Moroccan leather once traded across North Africa and Europe.<\/p>\n<p>Radda warned that diseases such as CBPP, FMD, and PPR continue to pose serious threats to livestock development by causing high mortality, reducing productivity, and inflicting economic losses on farmers and herders.<\/p>\n<p>According to him, the exercise will cover all 361 wards in the state\u2019s 34 local government areas and will last for 18 days, including 12 days of house-to-house vaccination for small ruminants and six days of statewide vaccination against CBPP and FMD.<\/p>\n<p>Katsina\u2019s position as a border state with the Niger Republic, coupled with the constant movement of livestock through transhumance and cross-border trade, makes the vaccination Section 17(6) provides that \u201ca governor may issue lawful written directives of a general policy nature to the Commissioner of Police on matters relating to the maintenance of public safety and public order within the state.\u201d<\/p>\n<p><strong>Addressing fears of likely abuse of state policing structure<\/strong><\/p>\n<p>In order to allay fears of possible abuse of the proposed policing structure, lawmakers incorporated safeguards aimed at protecting political freedoms and civil liberties.<\/p>\n<p>Section 17(7) specifically states that \u201ca state Commissioner of Police shall not arrest, detain, investigate or deploy force against any person, political party or group merely for criticizing the government except in accordance with the law\u201d.<\/p>\n<p>The provision is designed to prevent state police formations from being used against political opponents, activists, journalists and other dissenting voices, while ensuring that any action taken complies with due process and existing legal provisions.<\/p>\n<p>It also states in section 214, that the \u201cThe Federal Police Service may temporarily intervene in the internal security affairs of a State and may, to the extent necessary, assume specified operational responsibility, including temporary operational command of a State Police Service or any part thereof, only where \u2013 (a) there is an actual or imminent breakdown of public order or public safety which the State Police Service is unable or unwilling to contain; (b) the Governor of the State requests federal intervention etc.<\/p>\n<p>\u201cAn intervention under subsection (10) of this section shall be authorised in writing by the President and shall state the grounds, territory, functions and duration of the intervention; and notice of the intervention shall be given to the Governor of the State, the Speaker of the House of Assembly of the State, the National Police Council and the National Assembly within forty-eight hours of the start of any intervention. (13) No intervention under subsection (10) of this section shall continue beyond such period as may be prescribed by an Act of the National Assembly unless approved by resolution of the Senate in the manner prescribed by that Act\u201d.<\/p>\n<p>The passage of the bill by the upper chamber came a day after President Bola Tinubu had transmitted it, seeking the establishment of state police as part of efforts at reforming Nigeria\u2019s security architecture.<\/p>\n<p>Tinubu had said the bill is designed to provide a legal framework for a dual policing structure, allowing states to establish and operate their own police services alongside the Federal Police.<\/p>\n<p>The President explained the proposed amendment is a critical component of current efforts at Reorganisation the country\u2019s policing system, enhance security and better protect citizens.<\/p>\n<p>Communities, municipalities and local government areas, would play more active roles in policing responsibilities under the new arrangement.<\/p>\n<p>The development advances the Federal Government\u2019s efforts to create a workable framework for state police, a proposal many Nigerians have advocated as a way to improve internal security, strengthen grassroots intelligence gathering and enhance the capacity of state governments to respond to emerging threats.<\/p>\n<p>Nigeria\u2019s policing system is currently controlled by the Federal Government through the Nigeria Police Force.<\/p>\n<p>However, in view of the worsening security challenges in recent times Nigerians have intensified calls for a decentralised policing structure.<\/p>\n<p>Earlier, President Tinubu had described state police as unavoidable in addressing insecurity and urged lawmakers to fast-track related bills.<\/p>\n<p>Supporters argue that state police would improve local intelligence gathering, strengthen community-based security and enable faster responses to crime and emergencies.<\/p>\n<p>Critics, however, have raised concerns over possible political interference by state governors, funding constraints and the risk of worsening ethnic or communal tensions.<\/p>\n<p>Report said the renewed push for state police came amid growing concerns over insecurity, banditry, mass kidnappings and terrorism in some of the
