The United States (US) Government has signed a  $5.1 billion five-year bilateral technical health cooperation Memorandum of Understanding (MoU) with the Nigerian Government.

It is noted that the latest Memorandum of Understanding indicated a continued strategic engagement despite recent strains in relations between Washington and Abuja.

ConsumerConnect reports the US-Nigeria bilateral agreement is aimed at strengthening latter’s healthcare systems, reducing preventable deaths, and deepening bilateral ties in the West African country.

It is also to deepen health cooperation, strengthen health security, and build a more resilient and self-reliant health system for Nigerian consumers.

The Nigerian Government said the agreement would enhance collaboration on the early detection, prevention, and control of emerging, re-emerging, and existing infectious diseases, including HIV/AIDS and Tuberculosis, while expanding access to quality primary healthcare services across the West African country.

Alaba Balogun, Director Press and Public Relations of the Coordinating Ministry also stated that under the MoU, both countries will work together to strengthen disease surveillance and outbreak response; improve laboratory systems and biosafety procedures for pathogen sample collection, transport, testing, storage, and disposal; support frontline healthcare workers; strengthen data systems; ensure access to essential health commodities; and provide strategic investment and technical assistance across the health sector.

The statement noted that the MoU reflects Nigeria’s clear commitment to long-term health sector self-reliance.

In line with this objective, Nigeria will progressively increase domestic health financing while external grant support is gradually reduced, marking a strategic shift toward sustainable, trade- and investment-based partnerships.

Balogun said over a five-year period from April 2026 to December 2030, the United States Government is expected to provide nearly US$2 billion in grant funding to support Nigeria’s health priorities.

In parallel, Nigeria has committed to allocating at least six percent of executed annual Federal and State budgets to health, a commitment projected to mobilise nearly US$3 billion in domestic health financing over the same period.

“This commitment has already been reflected in the Federal Government’s proposed 2026 Appropriation,” stated he.

In his remarks on the MoU, Prof. Muhammad Ali Pate, the significance of the agreement, the Coordinating Minister for Health and Social Welfare, described the agreement as a major step towards safeguarding the health of Nigerians while strengthening national resilience.

Pate stated: “This partnership underscores our determination to build a health system that can prevent, detect, and respond to health threats, while expanding access to affordable, quality care for all Nigerians.

“It also reflects our firm commitment to domestic investment, accountability, and long-term sustainability.”

The MoU builds on Nigeria’s ongoing health sector reforms, including the Nigeria Health Sector Renewal Investment Initiative (NHSRII), launched in 2023 to improve healthcare accessibility, affordability, quality, accountability, and efficiency.

The reforms are implemented through a Sector-Wide Approach (SWAp) that aligns Federal, State, and Local Governments, development partners, civil society, and the private sector under a unified national plan, budget, and reporting framework.

Addressing critical health challenges in Nigeria

The US Mission in Nigeria disclosed the agreement between involves $2.1 billion from the US and $3 billion in domestic funding by Nigeria under the America First Global Health Strategy.

It is equally noted that the collaboration would address critical health challenges in Nigeria, such as reducing malaria prevalence, and improving maternal cum child health outcomes in the country.

Under the agreement, approximately $200 million is allocated for Christian faith-based healthcare facilities, benefiting underserved communities across Nigeria.

According to the US Mission in Nigeria, the Memorandum of Understanding with the commitment of $5.1 billion support, and new domestic health spending by Nigeria, makes the deal the largest co-investment by any country under the America First Global Health Strategy.

The timing of the deal, a report noted, is notable as the MoU is coming amid a widespread concern across Africa over US aid pullbacks.

Reports have indicated that Washington is reassessing foreign assistance spending.

Aside from this, the agreement is sequel to recent diplomatic friction triggered by US President Donald Trump’s designation of Nigeria as a “Country of Particular Concern” (CPC) over reported religious freedom issues.

Therefore, the sheer scale and structure of the health partnership between the two economies suggest that Nigeria remains a priority partner for the United States.

On renewed health cooperation amid diplomatic strain

As stated, under the five-year MoU, about $200 million has been for earmarked for over 900 Christian faith-based healthcare facilities in Nigeria.

These clinics, while accounting for about 10 percent of healthcare providers, serve over 30 percent of Nigeria’s estimated 230 million people, especially in rural and underserved communities in the country.

It was also learnt that funding under the agreement would support integrated services for HIV, tuberculosis, malaria, and maternal and child health.

Highlighting the rationale for the expansive MoU on advancing the country’s healthcare systems, Nigeria reportedly faces some of the world’s most severe public health challenges.

Likewise, the country has one of the highest maternal and child mortality rates globally, and estimated 30 percent of the global malaria burden, according to report.

The United States Government officials as well averred that the MoU is designed not only to save lives of Nigerians but also to protect American health security by limiting the spread of infectious diseases.

The healthcare deal between the US and Nigeria is supposedly remarkable because of its emphasis on “domestic co-investment”, aligning with Washington’s push for partner countries to take greater ownership of development financing.

With Nigeria’s $3 billion commitment over five years, the MoU reflects a paradigm shift, and could serve as a model for future health partnerships, report noted.

Balogun as well stated that the Federal Government of Nigeria expressed its appreciation to the United States Government for its renewed partnership and shared commitment to advancing global and national health security.

The Ministry’s Director Press and Public Relations as well acknowledged the continued support of Nigeria’s development partners, reaffirming the country’s resolve to deliver results that align with national priorities while improving health outcomes for all Nigerians.
